
Kellyn Holliday is the Owner and Principal Consultant of Holliday Evaluation & Consulting, LLC (HEC), where she provides compliance and operational support to housing authorities and agencies nationwide. She brings over a decade of direct experience working across Housing Choice Voucher (HCV), Project-Based Voucher (PBV), Public Housing, and Low-Income Housing Tax Credit (LIHTC) programs.
Her work focuses on file reviews, eligibility determinations, policy development, and program compliance. Kellyn has supported agencies in strengthening file accuracy, aligning policies with HUD requirements, and improving overall program operations. She has also contributed to securing over $1 million in grant funding across federal programs.
In addition to her consulting work, Kellyn serves as an adjunct professor at the University of Missouri–St. Louis and is the Vice President of the Florissant Property Maintenance Board. She holds a Master of Social Work from Washington University in St. Louis and is an active member of the American Evaluation Association.
